I don’t want to pay penalty, which may be more than the worth of the car, to reinstate registration here in Downey California after the suspension period. Can I donate or sell a vehicle that has a suspended registration because of an insurance lapse to avoid paying the pending penalty charges? Will I then be able to buy and register a new car?

Though it is doubtful that you would be able to sell a vehicle with a suspended registration, the person who would purchase might not be able to register the car until you pay the penalty lapse and reistate the vehicle’s registration to cleared up the registration which is under your name.

Based on the gathered information from different sites that accepts car as donation, they require the car is registration before taking it in. Some charities will accept a vehicle even with expired registration but this may not apply to your car since the vehicle’s registration is suspended.

Suppose the penalties and fees that you need to pay to reinstate your car’s registration is more than the car’s worth, you may want to check with the Department of Motor Vehicles if you would still have to pay these fees to register a new vehicle if you would get rid of the car with suspended registration thru a salvage yard perhaps. You may, however, need to clear up the registration of the current car before you can register another vehicle under your name depending on the state’s laws.
